Blizzard has proven time and time again they do not understand itemization. Look at BC where the DST was the single best melee trinket in game until Sunwell, yet it dropped in the first raid zone. I've gone from the Cloak of Mastery to the Cloak of Bloodied Waters and seen a nice increase in dps. The 10% from kings, the 30% from Crusader, plus all the buffs from talents makes the strength blow the others out of the water. Hopefully there will be some new strength cloaks in Uldar.
